EAP Development Process

Inaugural Election Administration Plan

In April 2019, the County of Santa Clara Board of Supervisors voted to adopt the Voter's Choice Act (VCA). The County was therefore required to develop a plan for the administration of elections under VCA in consultation with the public. To gain public input on the development of the Election Administration Plan (EAP), the ROV hosted twelve public consultation meetings between June 10 to July 13, 2019. Two meetings were held for the general public while two meetings focused on accessibility needs. The remaining eight meetings were for the County’s eight targeted language communities. 

A draft of the EAP was developed and published based on input from these twelve meetings. The public was invited to provide their feedback during a 14-day comment period and two public hearings. Agenda and minutes for all the meetings and hearings are available in the links below.
