Bay Area Housing Finance Authority (BAHFA) Electronic Submittal of Primary Arguments and Rebuttals

On October 10, 2023, the Governor approved Urgency Bill AB 773, an Act that amended Section 13307.7 of the Elections Code and took immediate effect.
On September 29, 2022, the Governor approved Assembly Bill AB 1416, an Act that added Elections Code section 9170.
The Bay Area Housing Finance Authority (BAHFA) located in the counties of Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano and Sonoma, the cities within those counties, and the City and County of San Francisco (collectively referred to as the "Bay Area"), California, in accordance with the provisions of the California Government Code and California Elections Code, an Election for purposes of a Regional Measure to be held on November 5, 2024, at which the following measure shall be submitted to and voted on by the qualified electors within the BAHFA.
REGIONAL MEASURE 4
BAY AREA AFFORDABILITY PLAN. To address housing affordability and reduce homelessness by:
• Providing an estimated 70,000 affordable apartments/homes;
• Creating homes near transit, jobs, and stores;
• Converting vacant lots/blighted properties into affordable housing; and
• Providing first-time homebuyer assistance;
Shall the measure issuing $20,000,000,000 in bonds at legal rates, levying an estimated $19 per $100,000 of assessed valuation generating $910,976,423 annually while bonds are outstanding, and requiring public reporting, independent audits/citizen oversight, be adopted?

- Authors of the BAHFA ballot measure primary argument or rebuttal argument shall submit arguments only to the County of Santa Clara (lead county).
- An author may receive a Ballot Measure Argument Form (Form) or a Ballot Measure Rebuttal Argument Consent Form (Consent Form) by downloading the Form from our website or receiving in-person at the Office of the Registrar of Voters (ROV). We prefer that our forms be submitted electronically and includes a Word version of the primary argument and rebuttal language.
- The author may do one of the following:
- Email the Form or the Consent Form to the Candidate Services Division email address at [email protected] in accordance with the times and procedures set forth in the Elections Code for the preparation of the voter information portion of the County Voter Information Guide (CVIG).
- File all originally signed hardcopies of the Form or Consent Form at the ROV located at 1555 Berger Drive, Building 2, San Jose, CA 95112, during normal business hours.
- Refer to the BAHFA Abbreviated Special Election Calendar for filing deadlines:
- Primary Arguments in Favor of or Against a Measure are due by 5:00 p.m. on July 23, 2024.
- Rebuttal Arguments to Arguments in Favor of and Against a Measure and Impartial Analyses are due by 5:00 p.m. on July 30, 2024.
